DIRECTORATE-GENERAL FOR INTERNAL POLICIES Policy Department for Structural and Cohesion Policies CULTURE AND EDUCATION Research for CULT Committee - European Solidarity Corps and volunteering STUDY Abstract This study provides an assessment of the legislative proposal for the establishment of the European Solidarity Corps. After their projects are approved, these organisations will be able to access the pool of participants to select young people that could be best suited to join the project. The project covers all the 28 Member States of the European Union. All businesses or other organisations who are legally established in the EU Member States, who offer job or traineeship opportunities covered by an employment relationship, between 2 to 12 months, for which the activities imply a solidarity dimension within the scope of the European Solidarity Corps. All organizations, without distinction of the juridical nature and purpose, may propose a job offer or traineeship, as long as they work in the solidarity field, or propose social and solidarity activities in the areas covered by the Initiative.
The European Commission will invite organisations to apply for funding or other support for projects which fit with the Mission and Principles of the European Solidarity Corps. The European Solidarity Corps aims to foster solidarity in European society, engaging young people and organisations in accessible and high-quality solidarity activities. It will become a seperate, independent programme, but for a transition period, volunteering activities will be carried out under the Erasmus+ Programme. It explains the activities that fall within the scope of the European Solidarity Corps and the recruitment of participants. It offers young people: volunteering activities, traineeships or jobs, or; opportunity to run their own projects. Solidarity Projects are a new type of activity under the European Solidarity Corps that enable young people to develop and implement projects in their local communities in the UK.
